JPG to PDF is a free online tool that turns JPG, PNG, and WebP images into a single PDF, directly in your browser. There is no signup, no upload, and no watermark. Each image is decoded on your device using the browser's native image APIs, then assembled into a PDF with pdf-lib. The PDF never travels to a server.
PDFs travel better than image folders. A school accepts a single PDF of scanned worksheets, not a zip of photos. A landlord wants the lease pages plus the ID photos in one file. A patient portal asks for a PDF of receipts. A passport office takes one PDF per applicant. In every case, the input is a stack of phone photos or scans and the output has to be one PDF, in the right order.
Other common reasons to convert: turning a slide-deck export into a printable handout, assembling a portfolio for an art class submission, packaging design mockups for a feedback round, and producing a single-file invoice from scanned receipts.
Each image you drop is decoded into a bitmap. The browser honors the EXIF orientation tag, so a photo taken sideways on a phone appears upright in the PDF. JPEG files are embedded into the PDF without re-encoding when possible, which keeps the original sharpness. PNG files without transparency are also embedded directly. PNGs with transparency, and WebP images, are flattened onto a white background and re-encoded as JPEG at quality 0.92 before embedding.
Fit to image is the right choice for digital sharing. Each page is sized exactly to the image, with no whitespace. The PDF stays small and the image fills the page edge to edge. Use Fit to image for screenshots, social media exports, ID photos, and anything you do not plan to print.
A4 is the page size used everywhere outside the United States. Pick A4 if the PDF is going to a school, a government office, a bank, or a printer in Europe, Asia, or Africa. The image is centered with a small uniform margin and the page rotates between portrait and landscape based on the image.
Letter is the United States and Canada standard. Pick Letter for printing on a North American printer, for a US government form, or anywhere the recipient expects an 8.5 by 11 inch page. Same centering and auto-rotation as A4.
The PDF is built in the order you set in the file list. The first row becomes page 1, the second row page 2, and so on. Drag the rows to reorder. This is the single most common mistake when converting a stack of phone photos: the photos import in the order the phone saved them, not the order you took them in. Take a second to reorder before you convert. If you get it wrong, the result panel has a "Convert more images" button that takes you back to the staging view.
The tool runs in any modern browser, so the same page works the same way on every operating system. On Windows or Mac, drag images from File Explorer or Finder onto the dropzone. On a Chromebook, drag from the Files app. The browser handles the rest.
On iPhone and iPad, tap the dropzone and the iOS file picker opens. Pick photos from the Photos app, Files, iCloud Drive, Google Drive, Dropbox, or any other provider you have installed. On Android, the flow is identical through the system file picker. HEIC photos from a new iPhone are not yet supported. The Photos app gives you the option to export as JPEG before sharing.

The images are decoded in memory by the browser, drawn into a hidden canvas when needed, and assembled into a PDF using a JavaScript library that ships with the page. No part of any image is sent over the network. You can confirm this in your browser by opening the Network tab before you convert. Closing the tab removes everything.

Phone cameras save the photo in a fixed orientation and add an EXIF tag describing how to display it. This tool reads that tag and rotates the image correctly. Many older converters ignore the tag and produce sideways pages.
Not yet. HEIC support needs an extra decoding library that adds noticeable weight to the page. You can convert a HEIC photo to JPEG inside the iOS Photos app first by choosing Share, then Save to Files, then picking a JPEG-compatible destination.
